How to Implement HCM Field Level Security

Goal
On : 9.2 version, Other
Looking to implement field level security across all pages without numerous peoplecode updates for the following scenario:
1. All users can view / update all EMPLIDs that do NOT have a DEPTID starting with 08%
2. All users have view only rights for all EMPLIDs that DO have a DEPTID starting with 08%
3. Only select users by permission list can update all EMPLIDs that DO have a DEPTID starting with 08%
Default row level security does not appear to be able to accommodate this requirement, is there another type of base security functionality that can be used to accomplish this scenario?
