Home Icon Is Unexpectedly Visible But Is Not Accessible On External Candidate Gateway (Doc ID 2557131.1)

Symptoms

We are seeing a Home Icon in our External Fluid Candidate Gateway.  If a user clicks on the icon they get a 'not authorized' error and a blank page.

This is an instance-specific problem not seen in lower environments such as Test.

Why is the Home Icon appearing?

How to remove it?
