Unable To Create Multiple Award On The Same Amount Only Event Line When Event Copied From Requisition (Doc ID 2557671.1)

When creating an amount only requisition, copying it to an Event, bidding on the event, then awarding 50% only to two bidders then trying to award the remaining 505, getting error message:


ERROR:
Error saving component interface (AUC_CREATE_PO) (91,37) (18059,699

The issue can be reproduced at will with the following steps:
1. Create an Amount Only req with one line and one distribution
2. Copy the req to an event
3. Bid on behalf of the bidders - to keep it simple, let the start price = bid price
4. Analyze the event
5. Award 50% to two of the bidders
6. Post the award
7. The first award goes through just fine to a PO
8. Unable to award the second one.
