Pell Item Type Incorrectly Awarded the Full Time Amount (Doc ID 2559379.1)

When retrieving a packaging plan for a student, the system assigns the Pell amount based on full time status. The expectation is that the system should calculate based on the financial aid load since that is what all the Pell calculation settings indicate in all setup locations, and nothing else special is happening like locking the award.

In the one specific case seen so far, the issue was occurring when retrieving a non-standard packaging plan to package an initial Pell item type for the trailing summer term, after being awarded a separate initial Pell item type in the preceding academic term(s).
