Unable to View the Punchout Suppliers When Creating Requisition on Behalf of Another User (Doc ID 2559495.1)

We are facing an issue when trying to create a requisition on behalf of another user. We are unable to see the punchout supplier link to which the user has access to. For example, we logged in as User A and trying to create requisition for User B (Requestor ID is User B). We are unable to see the punchout link to which User B has access. We are only seeing punch out links to which User A has access to.

Catalog security has been setup for requestors so we should be able to see the punchout links for the requestor. In this case User B is the requestor, but we are only able to see the links for the login user which is User A.

Steps to reproduce the issue:

1) Enable Catalog security for Requester ID
2) Now Login as User A and create req for User B (Requestor ID is User B)
