EPY: Updateable W4 Forms Submit Successfully But Changes Are Not Saved (Doc ID 2560575.1)

Symptoms

On : HCM 9.2

The W-4 form has been setup per the instructions in EPY: W-4 PDF: Technical Set Up and TroubleShooting the W-4 Updateable State Tax Withholding Fluid Feature (Doc ID 2348926.1)

However, when using the updateable W-4 forms the transaction is successfully submitted by the employee, but no changes are being saved to the database.
