Save Warning Message Displays while clicking Approve button on Purchase Order page when No Changes to the Purchase Order (Doc ID 2561049.1)

Symptoms

Save warning message displays while clicking approve button on purchase order page even when nothing has changed.

The issue can be reproduced at will with the following steps:
1. Buyer Setup should have valid ShipTo ID with Default PO status as Open
2. Create requisition 
3. Add an item
4. Change the ShipTo ID other than Buyer's default ShipTo ID
5. Save and Submit
6. Run Quick Source process by unchecking "Build POs as Approved".  Purchase order created with Open Status now.
7. Open Purchase Order
8. Click Approve button
9. System throw the warning message
Do you wish to save the current document? (10250,336)
If you choose Yes, document will be saved.  If you choose No, document will not be saved.
