When attempting to run Pay Calculation,
the following error occurs.

STEPS
-----------------------

1. Add a REG and OVT hours for a employee in time sheet
2. Run the TL_TIMEADMIN to make the entered time data payable.
3. Create paysheet for the employee with VAW bonus, which is California flat sum bonus. Say VAW bonus as $100 amount
4. Run a pay calculation process PSPPYRUN
5. Paycalc will add the OT3 and OT4 earnings code for this employee and then errOr out with Unique constraint error with PS_PAY_EARNINGS
