Overage Dependent Not Dropped From Benefits by COBRA

Goal
We are using the PSPCOBRA process to process overage dependents. This appears to work unless the overage dependent is the only covered dependent and the new coverage level would be "employee only". The COBRA process result shows an error indicating that the new coverage code is not valid for the employee's plan. However, there is a correct coverage plan for each plan that receives this error. Is there something else we are missing in configuration?
