Symptoms

PAYGL02 Process not Posting Retro Distribution Transactions to HR Accounting Line

After running the retro distribution process (HP_RETDSTUPT), the transactions do not get published to HR_ACCTNG_LINE. If we run the retro distribution audit report (BUD020), we see all the retro transactions are listed and are complete. However, nothing exists in HR_ACCTNG_LINE for these transactions.

The retro entries should be included in the HR Accounting Line

The issue can be reproduced at will with the following steps:
1. Create retro transactions for commitment accounting
2. Run the process to complete
3. Run the Update Actuals process
