Symptoms

Unable to run Change Assistant steps related to EODP while applying change package created with "All Updates Unapplied" option to upgrade to 9.2 PUM Image 31


Steps to Replicate:

1. Create change package with "All Updates Unapplied" option  for PUM31.
2. Apply the change package using change assistant.
