E-Fluid: Header Missing When a Navigation Collection Link Contains AJAXTransfer=y (Doc ID 2564184.1)

When a classic page has a Transfer link to a new window in a navigation collection it is missing the PeopleSoft header. This only appears to be a problem when the AJAXTransfer=y parameter is added to the fluid Nav Collection. This is an issue when there are Nav Collections that contain multiple Classic components/pages that have link transfers needing to stay in Nav Collection context and link transfers that generate New Windows.

The issue can be reproduced at will with the following steps:
1. Navigate to PeopleTools-> Portal-> Portal Utilities-> Navigation Collections
2. Add Collection
3. Add Link
4. Create a New Tile based off Navigation Collection
  a. Navigate to PeopleTools-> Portal-> Tile Wizard
  b. Create a New Tile with Data Source = Navigation Collection
5. Open Tile in Structure and Content
  a. PeopleTools-> Portal-> Structure and Content-> Fluid Structure Content-> Fluid Pages
  b. Edit the CREF
  c. In the Portal URL add &AjaxTransfer=Y to the end of the URL
6. Navigate to the newly created tile (showing AJAXTransfer=y)
7. Search and select a bill
8. Enable Copy Bill
9. Select Create Bills
10. Select Save
11. After the link is generated, select Go To Bill Header – Gen. Info
12. Page opens in a new window without header
