EPY: Why is the Hourly_rt sent by Paysheet Load being overwritten during Pay Calculation?

Symptoms
Customer is loading data from a third party via the Paysheet load process and the Hourly_rt is being overwritten during pay calculation.
STEPS to REPRODUCE

The issue can be reproduced at will with the following steps:
1. Employee gets a retro compensate rate change
2. Customer uses Paysheet Load (PSHUP_TXN to PYLOAD) to upload the data to the Paysheet
- The Night Shift Differential Hourly_Rt is populated with .72 which is the additional amount needed to be paid to the employee.
3. Calculate pay
4. The NSD earnings code is now populated with the full value of the new rate, rather than the planned rate of .72
Changes
Employee was given a retroactive raise in pay.
