Usability
ACTUAL BEHAVIOR

In eBill Payment, there is a "Save" button on the Payment Cart page that doesn't seem to do anything when clicked.
EXPECTED BEHAVIOR
-----------------------
The values are updated when the data is changed, so if the Save button isn't needed, it shouldn't be displayed.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log onto Customer Portal Fluid
2. Choose to Make a Payment
3. Select invoices
4. Choose invoices and click "Pay"
5. Change the "Payment Amount"
6. Add "Partial Pay Reason"
7. Click "Exit" to return to Main Menu
8. Choose Payment Cart to see altered amount saved
