SCRTY_OPRCLS Process Fails Intermittently With SQL Error (Doc ID 2564828.1)

Symptoms

The SCTY_OPRCLS process is scheduled to run daily but intermittently fails with the following error:

File: /vob/peopletools/src/psappeng/aedebug.hSQL error. Stmt #: 1725 Error Position: 0 Return: 805 -
[IBM][CLI Driver][DB2] SQL0803N One or more values in the INSERT statement, UPDATE statement, or
foreign key update caused by a DELETE statement are not valid because the primary key, unique
constraint or unique index identified by "PSRSJTRO" constrains
Failed SQL stmt: INSERT INTO PS_SJT_OPR_CLS (OPRID , CLASSID , SEC_RSC_FLG) SELECT
OPRID , CLASSID , SEC_RSC_FLG FROM PS_SJT_OPR_CLS_TMP

Process ABENDED at Step SCRTY_OPRCLS.UpdAll.Step06 (SQL) -- RC = 805 (108,524)


The issue can be reproduced at will with the following steps:
1. Schedule daily processing of AE: SCRTY_OPRCLS
OR
1. Navigate to Set Up HCM > Security > Core Row Level Security > Refresh SJT_OPR_CLS
2. Select rows that should be refreshed and run process
3. Go to the Process Monitor and note the the process ran to No Success with the above error
