EHR The Emergency Contact Phone Numbers Cannot Be Deleted and Address Validation issue

Symptoms
The Phone numbers for the emergency contacts can't be deleted in Employee Self Service. The Phone numbers keep showing up even after they have been deleted. Users are able to change the phone numbers but are unable to delete them.
The issue can be reproduced at will with the following steps:
1. Employee Self Service > Personal Details > Emergency Contact
2. Select a Persons' Contact Information Such as Home
3. Click on Delete, message says are you sure you want to Delete, Click on Yes
4. Return to Personal Details > Emergency Contact > Note the Contact Information for the Person is still shown
