GP CHE - RAFam – Announced Start Date Of Child Allowance Is Incorrect – Legal Requirement (Doc ID 2565242.1)

Symptoms

The announced start date for child allowance is actually incorrect for the following case :
The employee was active on the first of the month of birth of the child and eligible for child allowance in this month. Then the complete child allowance amount is paid (correct in payroll) and the start date of the child allowance is considered as per the first of this month.
Actually pay entity reports the date of birth as start date.

This situation causes conflicts with other cases that pay differential allowance or where they're paid. Then different information is announced to the central register of child allowance.
The problem refers to the following allowance types : 10, 11, 12, 13

System needs correction by applying the following rules :
- The right on the child allowance in the month of birth starts on the 1st day of the month in case the employee is already actif and on the date of RE-/HIR in case this date is later than the 1st day of the month of the child's birth.
- Please note that the effectiv date of GPCH_CA_DATA1 is equal to the birthdate in this case. So it should not be taken into account without having done some verification on employee level first.
