EGL: Allocation Step XXXXXX effective date is greater than group effective date. (5060,211). Allocation Group cannot be saved until the error is corrected (Issue#2)

When customer creates a new allocation step with effective date today (e.g. 01-JUL-2019) and tries to add to an existing allocation group with an earlier effective date (e.g. 01-JAN-1901) the below error appears -
"Allocation Step XXXXXX effective date is greater than group effective date. (5060,211)
Allocation Group cannot be saved until the error is corrected.”
The issue can be reproduced at will with the following steps:
1. Given an existing Allocation Group with effective date 01-JAN-1901 with 220 allocation steps within that group
2. Try to add a new Allocation Step with a later effective date 01-JUL-2019 to the above Allocation Group with effective date 01-JAN-1901
