Symptoms
On : 9.2 version, PUM 30
When attempting to run payroll in off-cycle, the following error occurs.
ERROR

ORA-01400: cannot insert NULL into ("SYSADM"."PS_PY_LDTL_TBL"."PY_LDTL_PRCS_OPT")
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Payroll department ran Time Admin but did not pull time.
2. enter the hours manually on the off-cycle checks
3. Run Payroll
4. Error occurs
