Symptoms
The Service ID for the Welcome page of the Open Enrollment Event has been changed from HC_AGC_VIDEO_FL to HC_AGC_INFO_FL on the Action Item Details of a cloned Fluid Open Enrollment Event on the Activity Guide Template page, but the the video is still displaying.
STEPS

The issue can be reproduced at will with the following steps:
1. Change the Service ID for the Welcome page of the Open Enrollment Event from HC_AGC_VIDEO_FL to HC_AGC_INFO_FL (Navigation PeopleTools > Portal > Activity Guide Templates > Manage Templates, Properties link, Configure Action Items link).
2. Open the Open Enrollment Activity Guide (Navigation: Employee Self Service homepage > Benefits Details > Open Enrollment tile).
