Benefit Arrears Deductions Are Not Processed For Employees Not Enrollment In The Plan Associated To The Arrears Balance (Doc ID 2569732.1)

Employee has an arrears balance for a prior enrolled Medical plan.  The employee's current enrollment is not the benefit plan associated with the arrears, but both plans use the same deduction code.  This also occurs if the employee is currently waived or terminated from the Benefit Plan.

The issue can be reproduced at will with the following steps:
1. Run Payroll calculation for an employee with a deduction arrears but an enrollment in a different plan. Navigation: Payroll for North America > Payroll Processing > Produce Payroll > Calculate Payroll
