Symptoms

The following error is received when trying to approve GSS Transfer Employee transaction for a Direct Report who only has a Hire row in Job Data and the GSS Transaction Action Date is the same as the Hire Date:

The issue can be reproduced at will with the following steps:

1. Login as Manager and Navigate to Manage Self Service, Select My Team Tile, Select Employee, Submit a Transfer Employee transaction

2. Login as Approver and Navigate to Approvals Tile, Select Transfer Employee transaction and receive the error.
