E-PN: The First Notification is Not Clickable On the "View All" Notification Page (Doc ID 2571307.1)

ENVIRONMENT

PT 8.57.06

ACTUAL BEHAVIOR
==============
Customer reports the following: If an employee has multiple notifications, only the first row is displayed on the "View All" notification page when accessed from the flag in the header. All other notifications can be clicked, taking the user to the details page.

EXPECTED BEHAVIOR
==============
The first row should be clickable.

STEPS
==============
The issue can be reproduced at will with the following steps:
1. From the homepage, click on the flag in the header
2. Click the "View All" link
3. Note that the first item is read only, and is not clickable
