Asset Search Does Not Work When Field Level Security Option Is Used (Doc ID 2571364.1)

Symptoms

On : 9.2 version, Functionality

ACTUAL BEHAVIOR
---------------
Users unable to view assets with User ID security option selected.

EXPECTED BEHAVIOR
-----------------------
Field level security applied on projects and pay cycles.

Since the Business Unit at Secured Field is not selected in the Security Options, Asset search needs to show all the assets in all for specified Business Unit.

REPLICATION_STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as VP1
2. Change Security Options from No Security to User ID Security
3. Check Secured Fields Project and Pay Cycle, then Save
4. Log In as AMA1
5. Search for an asset, select BU, Category, and In Service assets for search criteria.
6. Search results yields no results
