Processing Company: 405
  Processing Paygroup SS1
  ERROR-Offset Account not found for Department 4054947821 and Activity ERD.
***ERRORS HAVE OCCURRED - Paygroup SS1 was skipped


The issue can be reproduced at will with the following steps:
1. Department Offset Group that is associated to the Department Budget is missing the Activity "Encumbrance Reserve Deduction"
2. Run the PAYGL02
