Error (137,2) When Uploading Attachment to a Record (Doc ID 2572556.1)

Symptoms

On custom Expense Entry page, users cannot upload of Expense Receipts due to the below error:

AddAttachment failed (137,2)

An error occurred while attempting to upload the file you selected. This may be because the file's name contains a character we treat as invalid (* : " < > ?). If so, please appropriately rename your file and try again


The issue can be reproduced at will with the following steps:
1. Go to Expense Entry page, and attempt to upload file
2. Note above error is returned.
