When Multiple Effective dated and Effective seq rows exist on Assign Student Waiver Waiver may back off. (Doc ID 2573277.1)

In testing override waivers on Campus solutions 9.0 and higher the following issue was noticed:  
Override Waivers back off when a more effective dated row is added to the assign student waivers page

When a student has multiple rows in the record PS_SSF_STDNT_WVR from the Assign student waivers page SSF_STDNT_WAIVER with the same effective date, unless the max effective seq is ALSO the max effective dated row the sql will not find the row.

Max effective dated row in SSF_STDNT_WVR should be selected.
The issue can be reproduced at will with the following steps:

  1. Assign a student override waiver

    Student Financials > Tuition and Fees > Assign Student Waiver to waive 100%

    With an effective date of the 1st date of the spring term Jan 1 2019

    • a waiver begin date of Jan 1 and
    • a waiver end date of June 30 and save
  2. Calc tuition with 6 installments and see the installs with Jan - Jun dates are waived
  3. Add a new effective dated row (same date) to the page , effective seq 2
    • a waiver begin date of Feb 1 and
    • a waiver end date of June 30 and save
  4. Recalc tuition with installments and see the Jan waiver back off and installments from Feb - June are waived
  5. Create a new effective date row Effective date Feb 1, effective seq 1
    • a waiver begin date of March 1 and
    • a waiver end date of June 30 and save
  6. Recal tuition and see the waiver back off from all installments when SFPFECAL_S_STDWVR doesn't find a max effective seq 2 on the max effective dated row
