Settings Option Is Not Available In Related Information Once Decision Support Is Turned Off (Doc ID 2573447.1)

When user turns off the decision support for any GSS transaction through personalization, the settings icon is hidden and user cannot turn ON again

The issue can be reproduced at will with the following steps:
1. Login as a Manager and Navigate to Main Menu ~ Manager Self Service ~ Job and Personal Information
2. Select any GSS transaction
3. Select an employee and proceed to questionnaire
4. Click on the Supplementary panel
5. Click on the settings icon for personalization
6. Turn the display to 'No' and click on save
