OnBoarding Activity Guide Is Not Assigned to New Hire When Using the Template Assignment Engine

Symptoms
After configuring many OnBoarding templates, along with the Template Assignment, the OnBoarding Activity Guides do not appear to be assigned when employees are hired.
OnBoarding Activity Guide should be assigned to new hires, similarly as when using the Test Assignment feature.
The issue can be reproduced at will with the following steps:
1. Hire employee through Manage Hires
2. Navigate to Enterprise Components > Events & Notifications > Event Summary
3. Note there are no Assignment Added Events
