E-CLOUD: Provisioing PUM Image through Cloud Manager is failing with "Linux Cloud Instance is not Online after 5 mins" error (Doc ID 2574002.1)

On : 09 version, Provisioning Environments

When attempting to provision an environment from Cloud Manager, the following error occurs.


334 DEBUG 70 remote_command = ssh -i /home/psadm2/psft/data/cloud/ocihome/keys/cm_adm_pvt_key -o UserKnownHostsFile=/dev/null -o StrictHostKeyChecking=no -o ServerAliveInterval=60 -o ServerAliveCountMax=10 -o LogLevel=quiet -t -t opc@ <Server IP Address> ls
2019-08-06 05:53:04,404 DEBUG 78 Linux Cloud Instance <hostname> is not Online yet
Linux Cloud Instance <hostname> is not Online after 5 mins, aborting remote script invocation

The issue can be reproduced at will with the following steps:
1. Login to Cloud Manager PIA and define Topology and Template

2. Go to Environment Tile and try to create new environment

3. It failed at Deployment stage
