Getting two emails after adding ad hoc inserted Approver to the Transaction Configuration of the Voucher Approval Process.

The issue can be reproduced with
1. Go to Enterprise Components>Approvals>Approvals>Transaction Configuration. Select Voucher Approval.
2. Add an ad hoc insert event for Voucher Approval
When adding ad-hoc insert Approver to the approval path, users are getting two emails, one is the Route for Approval template email, and another one is the ad hoc insert template email. The expectation is that users should only be getting one email.
