EAR: Error Message (15,11) is Triggered by Saving Accounting Entries for Direct Journal Payments due to Incorrect Business Unit Value Being Used for Validations if Analysis Type (Doc ID 2574332.1)

Symptoms


When creating the Accounting Entries for a Direct Journal Payment transaction, an Error Message is being triggered by the system stating that the Department ID ChartField value being entered is not a valid one. The problem seems to happen if the Project Costing related ChartField of Analysis Type is populated. The system triggers some validations, and those were working fine in FSCM 9.2 Image #20. After a systems upgrade to FSCM 9.2 Image #31, the functionality stopped working. Somehow the system has changed, and it is using the Business Unit value to perform the validations, instead, it should be using the Business Unit GL value.

The exact same problem happens on other ChartField values such as Operating Unit, Product ID, Fund Code , ChartField1, ChartField2, ChartField3, Project ID, Activity ID, etc...

As a result, Receivables Users are unable to complete the Accounting Entries of any Direct Journal Payment transaction, and this delays all further processing of Payments, and General Ledger tasks on closing the month/quarter.

The Create Accounting Entries page (PAYMENT_MISC_DST) should have the proper validations on the values entered against the valid ChartField Edit Prompts, to ensure the entered values are considered correct, and the transaction can be saved successfully.

REPLICATION STEPS:

    1.- Log into the FSCM Online Application as User ID VP1
    2.- Navigate to: PeopleTools > Utilities > Administration > TableSet Control
    3.- Open Set Control Value US001, and ensure Record Group FS_06 is pointing to Set ID US001. Save the changes.
    4.- Open Set Control Value US003, and ensure Record Group FS_06 is pointing to Set ID US003. Save the changes.
    5.- Navigate to: Set Up Financials/Supply Chain > Common Definitions > Design ChartFields > Define Values > ChartField Values
    6.- Define a new Department ID 12345 under Set ID US001. Save the changes.
    7.- Define a new Department ID 98765 under Set ID US003. Save the changes.
    8.- Navigate to: Accounts Receivable > Payments > Online Payments > Regular Deposit
    9.- Create a new Regular Deposit under Deposit Unit US001, with a Payment for 100 USD, and mark it as Direct Journal
    10.- Navigate to: Accounts Receivable > Payments > Direct Journal Payments > Create Accounting Entries
    11.- Open the Regular Deposit, and Payment ID previously created, and add values on the following ChartFields at the Distribution Lines section:
         a) GL Unit = US003
         b) Line Amount = -100 USD
         c) Account = 610000
         d) Operating Unit = CALIF
         e) Fund Code = F000
         f) Department ID = 98765
         g) PC Business Unit = US003
         h) Project ID = 0000000107
         i) Activity ID = 000000000000001
         j) Analysis Type = EXP
    12.- Save the changes performed
    13.- The system throws an Error Message regarding Department ID not being valid
