Symptoms
In manager guided self-service the AWE approval definition ID ByPosnSupervisor approval is skipping the supervisor when the initiating manager has an empl rcd greater than zero.
The approval step skips the supervisor and displays the message "Not enough approvers were found at step 1, path 1, stage 10. Routing to Admin". After skipping the supervisor, the transaction is either routed to the admin role designated on the process definition or self approves.
This applies to all manager self service transactions using the ByPosnSupervisor definition id.
STEPS

The issue can be reproduced at will with the following steps:
1. Have an employee, who is also a manager, with an active job on an empl rcd greater than zero.
2. Configure any AWE manager self-service transaction to use the ByPosnSupervisor approval definition id.
3. The manager with the empl rcd greater than zero submits a transaction for a direct report.
4. The approval process skips the direct supervisor and routes to the admin role or self approves.
