Enrollment Occurs Beyond Maximum Unit Limit Error When "Drop If Enrolled" Is Selected

On : 9.2 version, Student Records Enrollment
Student is enrolled over the max units set on the Academic Program when the enrollment request has multiple rows and the second row has a drop if enroll class specified and the drop is past the drop with penalty date.
Expect the first enrollment sequence to error as it is enrolling the student over the max units.
The issue can be reproduced at will with the following steps:
1. Navigate to Records and Enrollment > Enroll Students > Enrollment Request.
2. Add a request with two sequences, the first an enrollment with no drop into a single class that would put the student over the max units. Second sequence is an enroll with a drop if enroll class specified where the drop will return an error that it is past the drop with penalty date.
3. Submit the enrollment and the first sequence is success where it should have failed with a max units error. Second sequence has a max units error and an error that the drop is past the drop with penalty deadline.
