Symptoms
On the page Search and Compare Profiles page, results should be returned for criteria used.
STEPS

The issue can be reproduced at will with the following steps:
1.Main Menu, Workforce Development, Profile Management, Profiles, Person Profiles
Create a person profile for an employee with Competency ID D001
2. Main Menu, Workforce Development, Profile Management, Profiles, Search and Compare Profiles
Search Criteria D001 Importance 3 - Average
Nothing is found: Your search did not return any results.
