EPY: Payroll Calc is Issuing a Payroll Message 000044 when there is ADDITIONAL TAX With No GROSS EARNINGS (Doc ID 2575791.1)

After applying Tax Update 19-C and running the Paycalc they are getting an ERROR message: Payroll Calc is Issuing a Payroll Message 000044 when there is additional tax with no gross earnings

1) Error message "Net pay calculated for this check is a negative amount" when additional tax and earnings that do not add to gross:
In the following case:
• The employee is not receiving a pay
• There is an NOP on his payline just to accrue pension
• This employee has an additional tax withholding specified on his profile
• Payroll error message - payroll seems to be trying to deduct the additional tax on an earning that does not add to gross
• Prior to tax update 19-C, this was not causing an issue

Replication Steps 
The issue can be reproduced at will with the following steps:
1. Employee is put on Leave of Pay and map an earnings code that does not add to gross pay on job
2. Ensure that the employee is enrolled in a benefit plan that is a taxable benefit.
2. Indicate additional tax for that individual and run the paysheet creation to verify the employee has been generated to payline
3. Run the payroll calculation and verify that there is a message 00044 being generated for that individual.
