Symptoms
On : PT8.57.08, Windows Server 2016, Visual COBOL Build Tools Update 4.0 for Windows
Running either the cblbld or cblsrc on the command-line, produces the errors below for each COBOL.

Creating error listing (PTPCBLAE.LIS)
CBLBLD.log also shows the following errors:
Compile error for PTPUSTAT.obj
Compile error for PTPWLGEN.obj
The error list is in c:\temp\compile\ERROR.LIS

Aborting this process !!! EXEs/GNTs/INTs are not going to be copied/replaced...

Please fix the errors and rerun this batch file !!!!!!!
The variables COBROOT and PS_HOME and PS_APP_HOME had been set correctly.
The Microfocus License Management shows full license and user has full admin permissions on the compile folder.
