E-AS: Error at Login: "The System Not Available At This Time. The Application Server Is Down At This Time'. (Doc ID 2578263.1)

Symptoms

PeopleTools upgrade to 8.57.07, configured and booted web and app server domain. While trying to login, users are getting ' The System is not available at this time. The Application Server is down at this time'.

Test on Demo database and copy of Production showed the same issue.

Things Done:

Telnet from Web server to App server was working fine;

Tried with just IP address;

Recreated app server domain;

Changed Jolt port;

Changed PTWEBSERVER password but it did not help.
