E-AE: Application Engine Program Might Not Be Able to Save After Changed Commit Frequency Setting Only (Doc ID 2578696.1)

On : PeopleTools 8.57 version, Application Engine

Application Designer Save button is greyed out after changing Commit Frequency to "Commit After Step" of an application engine program step that does not contain a SQL action.

The issue can be reproduced at will with the following steps:
1. Open the application engine program in application designer.
2. On an Inactive step, change the step commit frequency to "Commit After Step".
3. The save button is greyed out, and the user cannot save the changes
