Accessibility - Public: FAQs - default options

 The default option "All" in the drop-down menu comes after one of the options in the list, which may cause confusion for users when navigating the options.



EXPECTED BEHAVIOR
-----------------------
Ensure the default option "All" is first in the list of options.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Steps to Reproduce:
1.Navigate to Supplier Portal
2. User clicks on the supplier Portal Help tile
3. User will see 3 tiles > FAQs > supplier Portal Help > Contact Us
4. User clicks on the FAQs tile
5. View Category
6. The default option "All" in the drop-down menu comes after one of the options in the list,
7. which may cause confusion for users when navigating the options. Ensure the default
option "All" is first in the list of options.
