Filtering in eProcurement Requisition Does Not Work Properly

Symptoms
Filtering search results functionality is not working properly in eProcurement, Requisition page.
The issue can be reproduced at will with the following steps:
STEPS
-----------------------
1) Navigation: eProcurement > Requisition
2) User is unable to filter catalog items via the left "Filter By" column on the 'Create Requisition' page.
3) After user selects a filter, the system does not actually filter the results. Once a filter is used, it cannot be removed either.
