Symptoms
IRS files that were submitted to the IRS with corrections were rejected with the following error:

The issue can be reproduced at will with the following steps:
1. Create ACA XML files for corrections (Navigation: Benefits > ACA Annual Processing > Transmittal and Forms > Create ACA XML Files).
2. Transmit the files to the IRS.
