EPY: CAN - Problems With Canadian Additional Taxes Doubling After Applying Tax Update 19-C (Doc ID 2582443.1)

Symptoms

Before applying the tax update, the user did a pay calculation and stored the results for our base line. After applying the tax update 19-C, the user did the same test again on the same pay and noticed that the pay did not calculate the same amount for the federal and provincial tax for all employees. The problem occurs with certain employees that have additional tax taken for the federal and provincial tax. The amount being taken is doubled.

We expect the additional tax to only be taken once and not twice on the paycheque after 19-C was applied.

The issue can be reproduced at will with the following steps:
1. Apply Tax Update 19-C
2. Employee has additional tax for Federal and Provincial (Quebec)
3. Run the payroll and verify the amount is including the additional tax being taken twice.
