E-UPG HCM 9.0 To 9.2 PI9 Upgrade - Data Conversion Crashes On Step UPG_PY90.HCPYL00.Step05 (PeopleCode) using older ODBC driver. (Doc ID 2583015.1)

Symptoms

When attempting to run task in the HCM 9.0 to 9.2 PI9 Upgrade Source patched up to PI29 REQ4UPGRADES fixes.
the following error occurs.

ERROR

Step UPG_PY90.HCPYL00.Step05 (PeopleCode) crashes with the following error:
SQL close: SQL error closing bulk mode: [Microsoft][ODBC Driver 13 for SQL Server]Invalid precision value (SQLSTATE HY104) 0 (2,298) UPG_PY90.HCPYL00.GBL.default.1900-01-01.Step05.OnExecute PCPC:7971 Statement:54

There are 1179 rows on the PS_UPG_VALCMBO_TBL. Each has a unique hash base. Row count after cleanup.
I'll attach the contents of the table in a spreadsheet.

1. Run the upgrade job from 9.0 to 9.2 PI9
