On : 9.2 version, Sales Order/Quote Creation. Pum image unknown

ACTUAL BEHAVIOR

rocess OM Billing (OM_BILL) fails with the following error 
OM_BILL.MCB.Step01 (SQL) -- RC = 805

1725  Error Position: 0  Return: 805 - ORA-00001: unique constraint 
(EMDBO.PS_INTFC_BI_HDR) violated Failed SQL stmt: INSERT INTO PS_INTFC_BI_HDR 
(INTFC_ID, INTFC_LINE_NUM, TRANS_TYPE_BI, TRANS_TYPE_BI _SEQ, HDR_FIELDS_KEY, 
HDR_TRANS_TYPE, PROCESS_INSTANCE, LOAD_STATUS_BI, ERROR_STATUS_BI, 
BUSINESS_UN IT, INVOICE, BUSINESS_UNIT_GL, BUSINESS_UNIT_TO, TARGET_INVOICE,

Issue is specific to Sales orders with VAT info 

EXPECTED BEHAVIOR

The page should be looking at the VAT header of the order to default onto the VAT line information when the drop ship flag is selected. So, if the VAT header has Ship From Country of CAN, then so should the VAT line.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Create a new order and then line info
2.Go Header-VAT and expand all sections. you will see ship from country of CAN
3. Go to line and open line-VAT and expand all sections and note the ship from country is ###
