E-PIA: Why Does the Error Goes Away When "Set Trace Flags" Are On At The Time Of Sign On (Doc ID 2583737.1)

Customer is trying trace an error that they see when an approval email link when clicked like below

You are not authorized to access this component. (40,20)

To troubleshoot this after clicking the link , when the signon page shows up, they click the Set Trace Flags link , select the trace options and login.
Now it lands them on the component search page and no error is shown Hence unable to trace the error message.
