Is there any SQL available to get the User ID who has entered the requisition which we can use in the user list?

Goal
We are using approval framework for requisition approval and would like to notify user who has entered requisition (OPRID_ENTERED_BY).
Is there any SQL available to get the user id who has entered requisition which we can use in the user list? Or how can we get this detail?
