Generate Billing Fails With Error 'GA100-INSERT-BILL-HEADER (INSERT) With Return Code: 00805 Error Message : INSERT or UPDATE would result in duplicate rows in a table with a UNIQUE index' (Doc ID 2584363.1)

Symptoms

On Campus Solutions Student Financials, an error occurs when attempting to create bills. The error is present when using the Billing Request push button to invoke billing, or through the batch Generate Invoice process.

The error occurs all student bills attempted.  Corporate bills are not impacted

Error message is:

GA100-INSERT-BILL-HEADER (INSERT) (2,-1) DERIVED_SF_BILL.PRINT_BILL.FieldChange PCPC:719 Statement:12

Application Program Failed
In Pgm Section : GA100-INSERT-BILL-HEADER (INSERT)
With Return Code: 00805
Error Message : INSERT or UPDATE would result in duplicate rows in a table with a UNIQUE index



The Billing COBOL output log file will show the following information

Error W/Student Billing Generate program on 2019-08-30 at 18.56.44.690000 !!!!!
PTPSQLRT - Error Encountered
No longer have connection to DB due to an error from previous
action: SQL UPDATE . Bypassing current action: CLEAR-STMT .
Terminating Program.





The issue can be reproduced at will with the following steps:
1. Navigate to Student Financials, Bill Customers, Student Bills, Generate Invoice. Select a run control;
2. Run billing for a new Billing Request Number;
3. Submit the process to the process scheduler.
