Symptoms

ACTUAL BEHAVIOR

The locked button are not identified to the users when going to personalize the Fluid homepage

EXPECTED BEHAVIOR
-----------------------
The locked buttons/icons are identified to the users

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into the application with Accessibility enabled
2. My Homepage > Actions button > Personalize Homepage
3. Message Center and System Status tiles have a locked icon/button that are visual but are not identified to screen reader users
