Supplier Registration Address Validation is not Working for Belgium and Netherlands Country (Doc ID 2586695.1)

Symptoms

The Supplier Registration address validation does not appear to work correctly when the Country is set to 'BEL' (Belgium) or 'NLD' (Netherlands). Supplier Registrants are allowed to proceed to the Contacts page without providing a Primary Address, whereas it is expected like the registrant to receive an error that certain address fields are required. 

Steps to Reproduce the Issue:
1.Navigate to external Supplier portal.
2.Click on ‘Register as a Foreign Supplier’On Welcome page,
3.click on ‘Next’On Identifying Information page, populate required fields and click on ‘Next’
4.On Addresses page, set Country for Primary Address to ‘BEL’ or ‘NLD’ and click on ‘Next’- OR -
5.Registrant is able to continue to the Contacts page without any warning or error
